Description: Lecture, three hours. Requisites: courses 207, 220A. Theory and practice of urban public finance, with emphasis on methods used to fund public infrastructure. Topics include fiscal impact analysis of real estate development, effects of taxes on land-use decisions, benefit assessments to finance neighborhood public investment, private and intergovernmental contracting as method of supplying urban public services, tax increment finance for urban redevelopment, and municipal bond market. S/U or letter grading.
