It is true that he has a thick accent and a low voice, making it difficult to understand him. And it can be difficult to follow his lecture/the book material.

This said, he does care about student learning. He is definitely helpful during office hours and will answer your questions. However, his TA's have more time to explain the concepts in detail. Also, the homeworks are like the exams, so do pay attention. Overall, he is worth your time if you can understand him or work through his capable TA's.
