I found this class to be really hard. It is obvious that Rojas is very knowledgeable but he did a bad job of teaching it to people who had never learned econ before. The midterms and final were really hard but I know some people thought they weren't as hard as I did. On the positive side, you don't need to go to discussion section and he teaches off of the slides so it's not completely necessary for you to go to lecture.
Rojas is a great professor. For the most part he explains everything clearly during lecture and gives lots of examples. He may go a bit fast during lecture sometimes, but that is my only complaint. He is very helpful during office hours and seems to really care about student learning. I found his final to be a lot more difficult than the midterms, so be prepared for that.
